		<description>The observation from Surrey Street is that 75% of cars now have the Area 17 Permits displayed (which seems to be working) and 15% have diabled parking tags.  I have not noticed these disabled tags in the area until now.  I know that some of these are legitimate but others seem to belong to very abled bodied people as they rush off to meet friends or got to work. Its now apparent to me that this disabled tag system is more abused than I thought. I am not sure who even polices these people who take advantage of disabled parking tags and laws.</description>
